California pastor Jack Hibbs is warning that the signing of Assembly Bill 495 by Gov. Gavin Newsom marks one of the most dangerous moments for parental authority and child safety in the state’s history. The legislation, known as the Family Preparedness Plan Act of 2025, allows adults outside a child’s immediate family to assume temporary caregiving authority and restricts schools and childcare programs from collecting immigration status information. Supporters argue it protects children in emergencies but opponents say it removes parental safeguards and could lead to government intrusion into the family.

Hibbs, senior pastor of Calvary Chapel Chino Hills, said, “Gavin Newsom went to his church, of himself, and signed into law AB 495. This is the most egregious, dangerous bill for parental rights and child safety for the California citizen. It even puts in grave danger the illegal alien child.” He said constitutional attorneys have called the bill “California state-sanctioned kidnapping or trafficking” and warned that Newsom and his party now bear full responsibility for its consequences.

“California is owned and operated by the Democrat Party in Sacramento,” Hibbs said. “That means they’re responsible for everything that happens in California. They make the decisions to either do or not do. They hold the purse strings. When you have 100 percent control you can’t blame it on other people.”
He pledged that he and others would continue to draw attention to the new law, saying, “We will continue to publicize this bill. We will continue to update you regarding those who will be offended by the bill, abused by the bill, trafficked by the bill. Gavin Newsom owns it, that is his scarlet letter on his forehead, so to speak.”
Hibbs said Newsom will one day stand before God for what he has done. “Can you imagine? Gavin Newsom is going to have to meet Jesus Christ someday,” he said. “That’s going to be a very, very sad day because America’s most populated state just put every child at risk under the age of 18 and God saw that.” He reminded viewers that Scripture teaches how God raises up leaders and removes them, adding, “Gavin Newsom has authority because God put him in that place and that is a scary thought to think, but he is responsible for his actions.”

Even with the bill’s passage, Hibbs urged Californians not to lose heart. “You cannot give up,” he said. “We don’t do the right thing only when we win. We have to keep doing the right thing because that’s what God has shown us.” He called on Christians to “reload our spirit, reload our hearts, and reload our passion,” encouraging them to stay engaged in both prayer and the political process.
He also warned about Proposition 50, which he said Newsom “engineered so he can render 100 percent control of California in the hands of Democrats forever.” Hibbs urged voters to remember to vote “no on 50,” saying that accountability must begin at the ballot box.
Turning to families, Hibbs told parents they must act immediately to protect their children. “Homeschool immediately,” he said. “Sell your boat, sell your airplane, you don’t have to have two Porsches. Get your kid into private school or homeschool them. How valuable are our children? Enough to die for them.” He said Christians must be willing to sacrifice comforts for the sake of their families. “We can slimline our lives for our children’s sake,” he added. “You must get your kids out of public schools in such massive amounts that you send a message because this AB 495 is now law.”
While Hibbs admitted it appears that believers “lost the battle,” he reminded listeners that “God has already won the war.” He said Newsom will one day face Christ for the choices he has made concerning “the littlest of these little ones,” citing Jesus’ warning that it would be better for a person never to be born than to harm a child.

“Encourage yourself in the Lord,” Hibbs said. “Resist evil and expose it. For those who don’t know the Lord, now is the time. Jesus Christ is good and God, Lord, Savior, King of kings and Lord of lords.”
Hibbs urged Christians across the nation to pray for California, for the protection of children and for moral clarity in government. “Until the Lord takes us home,” he said, “we must be faithful.”
