France Orders Hospitals to Prepare for War as Europe Braces for Rising Tensions
Hospitals across France have been told to prepare for what officials call a “major engagement” by March 2026 amid fears of a continental conflict. Documents revealed by French newspaper Le Canard Enchaîné show the French Ministry of Health directing medical facilities to ready themselves for an influx of wounded soldiers.

The directive urges hospitals to “anticipate, prepare and respond” to the potentially huge number of injured, including foreign military patients who could need urgent treatment in civilian hospitals. Officials stressed the importance of merging “defense needs” into everyday health planning. A ministry statement noted, “Among the risks identified is the hypothesis of a major engagement where the health issue would consist of taking care of a potentially high influx of victims from abroad.”

Germany has also raised the alarm. Chief of Defence Carsten Breuer warned about Russia’s Zapad 2025 military drills in Belarus, saying there is “no indication” that President Vladimir Putin will use the exercises as cover for an attack but added, “We will be on our guard.”
The preparations are not limited to hospitals. Earlier this year the French government distributed a 20-page survival manual outlining 63 different measures for emergencies, including war, natural disasters and nuclear incidents. Citizens were encouraged to join reserve forces or local defense units. A spokesperson from the Prime Minister’s office said the guide is designed to bolster “the resilience of populations in the face of all types of crisis, whether natural, technological, cyber, or security-related.”

While these steps are presented as practical measures of national defense, they reveal a larger trend. Europe is openly preparing its populations for war, and governments are taking steps that could grant them greater control over civilian life.
