Back in May 2017, the Department of Homeland Security quietly signaled where this was going.
John F. Kelly wrote that the agency wanted to expand biometrics beyond fingerprints at the border. The memo literally stated DHS needed to “expand the age of the population subject to biometric collection” and directed the agency to “enhance biometric collection practices” and “identify opportunities to enhance biometric collection policies.”

At the time, it sounded like a theory. The language was couched in “could,” “should” and “opportunities.”
Now look where we are in 2025.
Homeland Security is no longer suggesting a new biometric authority.
They are proposing a mandatory biometric identity system to track people “throughout the immigration lifecycle.”
This new expansion according to the latest report would allow DHS to require biometrics:
- from U.S. citizens
- from children under 14
- from anyone connected to an immigrant application
- from anyone encountered or arrested in immigration context
And it would allow the agency to collect:
- face scans
- voice prints
- iris and eye scans
- palm and fingerprints
- signatures
- DNA

They are even proposing continuous vetting which means repeated biometric screening until naturalization.
That is not border control. That is lifecycle control.
And the article notes the agency plans to reuse and share this biometric data across federal, state and local law enforcement and the intelligence community.
We went from “collect prints at the border” to full-spectrum multimodal biometrics on citizens and children inside the country in eight years.
The original memo was the foot-in-the-door. This new rule is the door being removed from its hinges.
How is this a step toward a global digital ID system?
Big government never rolls this back. Once a biometric system exists for one group, it becomes the default expectation for every group. Once identity is required to interact with systems, biometrics become the system.
This is how it escalates:
- The body becomes the credential
- Identification becomes the barrier to access
- Access gets tied to compliance
- Disobedience becomes grounds for exclusion
That is a social credit architecture.
And the Bible describes a final world order where participation in the economy is conditional on identity verification. Revelation 13 does not describe the method. It describes the outcome. No buying or selling without the system.
A global digital ID platform is the only realistic modern method that can make that possible.
This new Homeland Security rule is one more brick in that wall.
It normalizes the idea that data must be harvested at every stage of human movement and status. Not just at the border. Not just at airports. Not just for criminals. But continuously.
Continuous vetting is the quiet phrase that changes everything.
