Secretary of State Marco Rubio delivered a bold and deeply personal message to the Cuban people on Cuba’s Independence Day, standing firmly in solidarity with those suffering under decades of communist oppression while declaring that the United States is ready to help Cuba move toward freedom.
Speaking entirely in Spanish, Rubio addressed Cubans directly rather than speaking through diplomatic channels, a move widely seen as a powerful sign of support for the people of the island and a direct challenge to the communist regime that has ruled Cuba for generations.

Rubio made clear that Cuba’s suffering is not the fault of ordinary citizens, but of a corrupt communist system that has drained the nation while enriching the ruling elite.
“The reason you are forced to survive without electricity is not an oil blockade by America…no electricity, fuel, or food is because the people who control it have plundered billions of dollars, but nothing has been used to help the people,” Rubio declared.
He specifically condemned GAESA, the military-run economic empire tied to the Castro regime that reportedly controls much of Cuba’s tourism, banking and infrastructure. Rubio painted a stark contrast between communist officials living comfortably while Cuban families endure blackouts, shortages and economic collapse.
But Rubio’s message was not only a condemnation of communism. It was also an open declaration of hope for the Cuban people and a promise that America stands with those longing for liberty.
“If owning your own business and having the right to vote is possible around Cuba, why is it not possible for you inside Cuba? In the United States, we are ready to open a new chapter in the relationship between our people and our countries! And right now, the only thing that gets in the way of a better future is those who control their country,” Rubio said.

Reports indicate the Trump administration is preparing a $100 million humanitarian aid package to provide food and medicine through churches and trusted charities rather than the communist government itself, ensuring help reaches the Cuban people directly.
Rubio also spoke of a future Cuba built on freedom, free elections and private enterprise, rather than military domination and centralized socialist control.
The speech comes as Cuba faces one of the worst crises in its modern history, with widespread blackouts, crumbling infrastructure, food scarcity and growing unrest among younger generations increasingly disillusioned with communism.
At the same time, the Trump administration has dramatically escalated pressure on Havana. Reports surfaced shortly after Rubio gave his speech that former Cuban leader Raúl Castro had been indicted in the United States in connection with the 1996 shootdown of exile rescue planes.
Rubio’s speech sounded unlike anything heard from a U.S. secretary of state in years. It was not diplomatic caution. It was a direct declaration that America stands with the Cuban people against the evil of communism and the authoritarian system that has held the island captive for generations.
