Pastor Jack Hibbs of Calvary Chapel Chino Hills is warning Christian families in California that unless action is taken quickly, it may be time to flee the state.
Hibbs discussed with his congregation California’s AB 495 Bill that is seeking to expand the term “caregiver,” and could ultimately allow any adult to take custody of a child.
On Instagram, Hibbs wrote, “PARENTS, THIS IS YOUR WAKE-UP CALL…” and “California’s AB 495 is the most dangerous bill we’ve ever seen—and it’s being pushed right now by lawmakers in Sacramento.”

Hibbs further explained the specifics of the bill in his post. In rejection of what it stands for, Hibbs is encouraging others to join him on the steps of the Capitol in Sacramento on August 19.
This bill would allow any non-related adult, a neighbor, teacher, ex-relative, or even a complete stranger, to take custody of your child without your knowledge or consent. No background check. No court order. No parent’s signature. Just a piece of paper.
We’re calling on every parent, grandparent, and concerned citizen to show up on August 19 at the Capitol steps in Sacramento. This is the hill to die on. Your attendance matters!
In the AB-495 Family Preparedness Plan Act of 2025 states that:
Under existing law, a caregiver who is 18 years of age or older and signs a caregiver’s authorization affidavit under penalty of perjury for a minor who lives in their home is authorized to enroll the minor in school and consent to school-related medical care on behalf of the minor. Under existing law, a caregiver who is 18 years of age or older, signs the caregiver’s authorization affidavit under penalty of perjury, and who is a certain type of relative of the minor who lives in their home, has the same rights to authorize medical care and dental care for the minor that are given to guardians, as specified.
As the Christian Post noted, Hibbs makes a very good point: “There’s no requirement in the bill for the school to call you, to ask you if it’s OK if [someone] takes your [child] out of school.”

While California’s policies continue to grow more hostile to both faith and the family unit, Pastor Ché Ahn has entered the 2026 California governor’s race.

Christian worship leader Sean Feucht also spoke out against the AB-495 bill, with Hibbs agreeing, stating that “…it’s time to get angry. It’s time to turn over the tables and stand for righteousness or get out of the way.”
