Pastor Jack Hibbs has raised serious concerns about California Assembly Bill 495, calling it “the most dangerous bill we’ve ever seen.” Right now, he is urging parents to take action to protect their children. Speaking with CBN News, Hibbs explained that the bill poses unprecedented risks to parental authority and child safety.
According to Hibbs, AB-495 allows individuals to gain temporary custody of a child simply by presenting an affidavit to the school. “All they need to know is the name of a child,” Hibbs said. The affidavit does not require the individual to provide identification, background checks or proof of relation to the child. Once the affidavit is presented, school authorities are legally obligated to hand over the child, regardless of parental consent. The designated individual also gains the authority to make medical decisions for the child, including authorization for treatment, further escalating the risks.

Hibbs described the bill as being written under the guise of compassion, claiming it protects children from situations involving ICE or immigration enforcement. “The author says it’s to protect children from ICE and from Trump’s immigration efforts,” Hibbs said.

However, he emphasized that the vague language of the bill makes it extremely dangerous, opening the door for potential exploitation. “There are no details except it is a pedophile and human trafficker’s dream come true,” Hibbs warned.
Hibbs also highlighted that the bill’s implications extend beyond public schools. “Somebody could come into a daycare, a private school or even a Christian school and attempt to extract your child,” he said. While private institutions may legally challenge such attempts, the initial risk is alarming. Hibbs and his attorneys noted that the law’s ambiguity places parents in a precarious position, potentially making it difficult to locate a child once taken.
Hibbs encouraged Californians to take action immediately. With a supermajority Democratic control in the state, bills like AB-495 can pass without a public vote. To mobilize opposition, Hibbs and his team are organizing a rally at the state Capitol in Sacramento on Tuesday, August 19, 2025. “We want a minimum of 5,000 people to show up,” he said.
The goal is to demonstrate visible opposition, potentially influencing Governor Gavin Newsom, who has presidential aspirations in 2028, to reconsider signing the bill.

Hibbs further expressed his hope that residents would not have to leave California due to the dangerous legislation. “It would be a shame if families had to uproot because of a law like this,” he said.
California parents are urged to stay informed, get involved and make their voices heard. AB-495 represents a pivotal moment for parental rights and child safety, and Hibbs is calling on citizens to act decisively before the bill becomes law.
